We are looking for a Procurement and Material Manager to oversee the procurement and tendering process. This role involves managing supplier relationships, ensuring cost-effective purchasing, and maintaining compliance with relevant regulations.

Key Responsibilities:

1. Procurement Management

  • Supplier Selection: Identify and choose suppliers based on cost, quality, delivery, and reliability.
  • Contract Negotiation: Negotiate pricing, terms, and conditions with suppliers to secure favorable agreements.
  • Purchase Order Management: Ensure accurate and compliant creation and management of purchase orders.
  • Budget Control: Monitor procurement budgets to ensure spending is within limits and optimize costs.
  • Inventory Management: Work with the inventory team to maintain proper stock levels and avoid shortages or overstocking.

2. Tendering Process

  • Tender Preparation: Prepare tenders or bids for procurement contracts, ensuring they meet organizational needs.
  • Tender Issuance: Issue tenders, requests for proposals (RFPs), and quotations (RFQs) to suppliers.
  • Bid Evaluation: Evaluate bids based on technical and financial requirements and recommend the best options.
  • Tender Documentation: Ensure all tendering activities are properly documented.

3. Compliance and Risk Management

  • Regulatory Compliance: Ensure procurement and tendering activities follow relevant laws and company policies.
  • Risk Management: Identify risks from suppliers and market conditions and develop strategies to minimize them.
  • Audit and Reporting: Keep records for audits and maintain transparency in all processes.

4. Vendor Relationship Management

  • Supplier Relationship: Build and maintain good relationships with suppliers to ensure timely and reliable deliveries.
  • Performance Monitoring: Track supplier performance and address any issues related to quality, delivery, or compliance.

5. Cross-functional Collaboration

  • Coordination: Collaborate with finance, operations, legal, and project management teams to align procurement and tendering efforts.
  • Stakeholder Communication: Keep internal stakeholders informed about procurement requests, tender processes, and supplier performance.

6. Reporting and Analysis

  • Procurement Reporting: Create regular reports on procurement activities, budget adherence, and supplier performance.
  • Market Research: Conduct market research to find trends, new suppliers, and cost-saving opportunities.

7. Team Leadership and Development

  • Team Management: Lead and manage the procurement team, ensuring roles are clear and development opportunities are provided.
  • Training and Development: Train staff on procurement best practices, tendering, and contract management.

Requirements:

  • Experience: Minimum of 5 years in the KSA/GCC region.
  • Iqama: Must have a valid iqama.
  • Driving License: Must hold a valid Saudi driving license.
